2018. EXTENSION OF THE METRO M1 TO BAGGIO. Cost Benefits Analysis

TRASPOL advised Metropolitana Milanese (MM spa) the Municipal Agency of Transport Planning (AMAT srl) for the socio-economic and financial evaluation of extension alternatives of the Line 1 of Milan’s underground.

The evaluation was carried out using an updated version of the evaluation model (cost-benefit analysis) which is integrated with the transport simulation model of the Agency, developed by us for the former evaluation of the Sustainable Urban Mobility Plan 2014-2025. Such model also allowed to show the effects and the results in geographic terms (through maps) and per travel purposes.

The results of the evaluations have been presented in the form of books including an Appraisal Summary Table (including a summary of the evaluation in descriptive-qualitative, quantitative and economic terms) and different maps of the effects (variation in consumers’ surplus, mode shift, variations in time and distance, etc.). The books aimed at making the results as clear and understandable as possible for the decision maker, the citizens and all the stakeholders, so to make the public debate more informed and the decision making process more transparent.

The results of the socio-economic and financial evaluation allows the ranking of the extension alternatives in terms of efficiency and effectiveness. The particularly disaggregated geographical representation of the benefits, allowed by the integration with the transport simulation model of AMAT, allowed suggesting possible modifications in the design alternatives that could improve the benefit to cost ratio (e.g., better design of service frequencies on different sections).
