Journal paper: “Effectiveness and monetary impact of Milan’s road charge, one year after implementation” (Beria P.)
Five years after the implementation of Milan’s congestion charge, known as Area C, the paper analyses and summarises it main outcomes.
By means of official data, we deepen the following aspects:
a. The story of the policy and its referendum
b. Accesses by vehicle type and authorisation regime
c. The analysis of average daily entrances before and after the implementation; hourly trends.
d. An estimation of avoided emissions
e. The re-use of revenues of the first year
f. The behaviour of different users’ groups, in terms of frequency of access and annual fare paid.
