The Report on highway and airport regulation outlines a framework for the economic regulation of toll roads and airports in Italy and Europe.
In particular, we discuss the issues relating to tariffs and the way concessions are assigned.
The main shortcomings of the current regulatory framework are illustrated and possible alternatives are outlined.
We finally present the results of a simplified cost-benefit analysis of recent major highway projects carried out in order to check if an ineffective regulation led to cases of overinvestment.
